Ottawa County is transitioning from a Solid Waste Management Plan to a Materials Management Plan (MMP) in response to updated laws and regulations in the State of Michigan. MMPs are designed to maximize the lifespan of materials by keeping them in circulation for as long as possible. What is a Materials Management Plan (MMP) and how is it different than a Solid Waste Management Plan (SWMP)?
An MMP is a plan required by law that assures adequate materials management capacity for all non-hazardous solid waste generated in the county. The plan will also ensure that managed materials are collected, processed, or disposed of at facilities that are consistent with the county plan and comply with state laws and rules. This can include organic, recyclable, solid waste, and other materials. MMPs will identify and regulate local criteria for the siting of all materials management facilities, such as landfills, solid waste processing and transfer facilities, materials recovery facilities, composting facilities, and anaerobic digesters.
The difference between an MMP and a SWMP is the focus of the plan. Before approval of new MMPs, each county has an existing SWMP, that focuses on ensuring adequate disposal capacity and assures that all non-hazardous solid waste generated in the county is collected and recovered, processed, or disposed of at facilities that comply with state laws and rules. MMPs are designed to maximize the lifespan of materials by keeping them in circulation for as long as possible.

How does this law update affect me as a resident of Ottawa County?
Part 115 will affect how Ottawa County materials are managed through additional management and disposal options and availability. The update process includes many opportunities for residents to provide input about the information that should be included in the new MMP. Residents can communicate through public comment at Material Management Planning Committee meetings, Ottawa County municipality meetings, and Ottawa County Board of Commissioners meetings. In addition, residents may reach out to any commissioner, staff, or committee member.

Has Ottawa County decided to write the new Materials Management Plan?
The Board of Commissioners voted to become the County Approval Agent (CAA) and to be in charge of writing the new Materials Management Plan on March 26th, 2024. The Notice of Intent will be submitted prior to the July 8th deadline set by EGLE.

Solid Waste Planning Committee/Materials Planning Committee Items
Currently, the SWPC meets the 4th Wednesday of the Month at 10:00 am at the Fillmore Complex. Meetings are open to the public.
If the County writes its own MMP, the new MMPC will seek committee members through the County’s regular committee application process. The MMPC details regarding terms and membership requirements can be found at MCL 451, Part 115, Subpart 11, Section 324.11572.
The new MMPC will be comprised of 11 members:
- Representative of Solid Waste Facility Operator
- Representative of a Hauler
- Representative of a Materials Recovery Facility (MRF) Operator
- Representative of Composting Facility/Anaerobic Digestor Operator
- Representative of a Waste Diversion, Reuse, or Reduction Facility Operator
- Representative of an Environmental Interest Group
- Representative of a business that Generates a Managed Material
- Representative of Regional Planning Agency
- An Elected County Official
- An Elected Township Official
- An Elected City Official
